Artillery Powder Horn unit marking

I have a very small artillery priming horn, circa 1790 - 1820, the cap end plate is marked R S V A which I believe is the Royal Stannary Volunteer Artillery. I haven't been able to find out anything about this obscure unit and was wondering if anyone can tell me anything about them?

The Stannary authorities are Cornish and associated with the tin mining.  At the time it was a sort of County Council in our terms.
